Under the revised pay-for-performance (PFP) system in the new NTEU-FDIC Compensation Agreement, employees are placed into one of four pay groups based on an evaluation of "Total Performance." This evaluation is comprised of two components: performance criteria and corporate contributions.
If you believe that you have been improperly assigned to a pay group, consider speaking with your NTEU steward. NTEU will review your rating, group assignment and the merits of any potential grievance on the following basis:
Do the rating numbers assigned in Section II, the identification of contributions under Section III and the summary narrative of total performance in Section IV accurately reflect your performance?
- Was some aspect of your performance ignored or given insufficient weight in light of its significance?
- Were other employees given more credit (higher ratings or recognition of contributions) for essentially identical levels of performance or contributions?
Was your Total Performance—including performance scores and contributions—as shown on the PFP evaluation form the same or better than other similarly-situated employees who were placed in higher pay groups?
Under the agreement, FDIC management must provide NTEU with sanitized copies of all PFP evaluations. NTEU will review these forms to help answer these questions, particularly in comparing your performance with that of other employees in the same pool.
NTEU has put its best efforts into improving FDIC’s pay-for-performance system so that you receive fairer evaluations and pay increases. But to make this system work, there needs to be accountability, which means that you as employees and we, as your representatives, must review the results to ensure that pay group assignments are done fairly and consistently.
Grievances must be filed within 20 work days from when NTEU receives sanitized copies of all the employee PFP evaluation forms, as well as a demographic breakdown of pay group assignments. Once NTEU has all the requested information, we will update you on the deadline for filing employee grievances. Under the terms of the Compensation Agreement, such grievances will bypass Step One and proceed directly to Step Two of the negotiated grievance procedure.
